When you clear the cache it will delete all the updates you downloaded for each game that microsoft asks you to do the first time you play a game.

You do this if you have some type of problems with your 360.

You also do this if you want to do some glitches in singleplayer campaigns to get certain things. For instance if you clear the cache and go play Fallout new Vegas than the exp glitch and money glitch are available to do. So clearing the cache can help you cheat in a game abit, but it can be risky because the game doesnt have the update to stop corruption in some games cases. Hope this helped

Think of cached memory as a "place where when you load a particular game, certain files are placed there so the XBOX 360 system can access them faster than it can access them if there were to be stored either on the hard drive or any other memory that the system has". Files placed in the cached memory help games run and load faster as its main function. When this cached memory gets full (IF it gets full, lets say if a certain game has a memory leak (Fallout New Vegas has one)) it is slower to load certain games since there is no space free in the cached memory. A regular maintanance is recommended , meaning clear you cached memory from time to time. The only side effect one will notice is that it will delete all updates for all your games. But you can always download the upates once you start playing a particular game. Hope this explains what cached memory does.
