Why isn't offline splitscreen implemented more frequently? Surely there are people who have friends but no Live subscription playing as well????

Is it that the Xbox 360 is too weak hardware wise to do this (apart from Halo and Gears which have this) for most games?

It's all about the devs using them or not.

If Halo and Gears can support it then so can other games. The problem is devs not using it. Online play is nice, but I do like having local mutliplayer as well and often prefer it.

Graphics have to be dumbed down to do split-screen.

Exactly. Gears is a great example that's not true. I agree with TC, should have more split games, but hey! Borderlands is coming out soon, and it's gonna be a blast! ;)

The graphics don't look as good in split-screen as in single-screen. The textures aren't as detailed.

Yes, but Perfect Dark is being updated graphically since it's a N64 game remade for XBLA BTW and there's vids of splitscreen co-op for both games. Screenshots:

The single player experience stays the same though. It has no negative effect on the quality of the product, it just takes time to implement which means it adds to the cost of the game. That's likely why few devs do it these days, since they must feel it's not worth it. I disagree since I LOVE splitscreen gaming, but there doesn't seem to be any signs of this trend stopping.
