theres a deadric quest where you can get the skelioton key, and unbreakable lock pick which is how i have gotten so far in the game honestly, cant rember which one but look in the FAQ on her and its one of them really good the skeliton key is!
There are a number of ways. The easiest way without the risk of getting ki11ed is joining the Thieves guild and buying them from your fences. Another easy way (depending on your level) Is to ki11 bandits and goblins in their caves. Goblins usually have them on their body, and bandits usually keep them in their chests at their encampments.
