XBOX One - Downloading games with out the actual XBOX

Here's my situation, I live in rural Alaska. I pay approximately $150 a month for 42 GB of internet. Anything over that amount is $20 a GB. That being said, I really cant down load any games to my XBOX One. If the average size of a game is 10GB that would take approximately 25% of my monthly allowance with every game download. In order to go around this I'm thinking of going to my job on the weekends and download games that I want. I assume I could take my XBOX and plug it in to my computer monitor, but that might appear too blatant.

So my question is: Can I download XBOX one games without using the actual XBOX to do so? Can I log into XBOX Live from my web browser and then down load a game to an external drive to be connected to my XBOX?

Any help is appreciated.

I am 99% positive there is no way to do that. Games can only be downloaded via the xbox live store on your xbox operating system

You can't do that, you got to have the console to download. Once in the console then you can move it to an external unit.
