Xbox One crashing to Win 7.

I've been reading in various articles that some Xbox Ones have been crashing to a Win 7 desktop. And that it used obsolete NVIDIA hardware. What's that about? Please tell me that a next gen console isn't built on top of a previous gen OS and that it's not lurking underneath the dashboard...
