Will the opinions of others honestly help you? They're both good games but they're different. Flip a coin, watch some videos. Consult the literature on Gamespot.
I think there are demos for both games on Xbox Live, download those and decide for yourself.
Although if other people's opinions do help you, I insist on Forza Horizon, probably the best racing game I've played in so many years.

There's also a Rally expansion if that's your thing, it's no Colin McRae Rally, but it was fun.

Watch them and/or play the demos and decide.
Would you prefer a simulator? Then go with Forza 4.
