My 360 died on me (my 2nd one) and I have the warranty through best buy so swapping it out will be easy.

My question is about the "jasper" chip. I've heard it's better (stays cooler), I just wanted to know, do all of them in stores have it now? If not, will I be able to tell which ones do from the packaging? Also, is this what I would want or is there something better than the jasper out there?

Yeah, you can tell which are Jaspers before you purchase one. Google it and there are tons of guides on how to tell the difference. Jasper is currently the best.

Check the manufactor date or the power supply.

Type Jasper 360 in google to find some useful info.
