You need to find welkynd stones, or varla stones. I forget which one is which. You can also do it at a Mage's Guild station, but you may have to belong to the guild for that.
they both do the same thing, welken stone depending on how many souls are trapped inside will recharge your weapon, however valara stone recharge all the wepons that you are holdingand equiped, i found that i would get all my weapons out (that had specails and use a valara stone and recharge all of them at once great use for the stone and a fast way to recharge all of your weapons
