wat???? are u talking bought the fan he asks u to sign a piece of paper then after u do it he goes but it still says thats its actually a side quest "theres no harm in talking to him" even though u did

must just be a glitch on the game, kinda annoying

and if thats not what ur talking bout then soz but u shud explain more lol

I completed this quest and there's no glitch!!!

You encounter him for the first time and he asks you to sign a piece of paper.

Then you have to leave the Citadel, and do some other quests, when you return to the Citadel he'll be in the same spot again, but this time he wants a picture of you doing this heroic pose (lol).

Leave the Citadel, do a quest, then return. The third time you come, he'll be in the same spot, but this time he has a concern: He wants to help human race, just like you, and he wants you to make him a Spectre. After a little dialogue, I convinced him the best thing he could do was return home and keep his family safe.

After that, Assignment Complete.
