The easiest way to get oil is to make it yourself. You can do this by entering a chem station.
Once you’re in the Chem Station, it goes: Categories–>Utility—>Cutting Fluid
You need: Acid (2), Bone (8), Purified Water (2), Steel (3)
The best way to get purified water is through your settlements and having the giant water purifier. You can find the water in your junk at any station. Bone is a little harder to find. I found a decent amount at the Rotten Landfill which is West of the Museum. You can find it on my video as well as an explanation as to how to make oil and find bone.
