Don't remember what changes what (probably strength, not a big RPG fan) but I believe starting out you can carry 220 lbs, or at least if you upgrade it a tiny bit, that's what I remembered.
yea even if u upgrade it in fallout 2 i can carry a maximum of 350 pounds and theres too many items in the game so we need a storage like car compartment to carry all those items
Fairly useless thread. But to answer your question, no, no cars you can drive. And the amount of stuff you can carry from the get go depends on how you allocate your S.P.E.C.I.A.L points. You could put them all onto Strength at the start of the game if you liked and start carrying the max amount possible. But you'd suck at Perception, Charisma and what not.
