Bioshock changing special abilities

Okay so I just started playing bioshock. I got the incineration device and the one after that that allow syou to throw objects(forgot the name). Now i replaced this with the electric shock think that stuns enemies and machines. How do i get the electric shock back or make another slot open so I can add this feature back ?
