Crackdown 100% is an absolute steal at 39.99 used (36 bucks with a discount card). Best purchase I've made in some time. I'd also recommend Burnout Revenge, Prey, and CoD2. The latter two can be found for 20 bucks each used (b4 discount), and burnout can be found for 25 or so (or less).

There are plenty of still in package games under $30. They're not "new" per se, but nobody will have touched them before you.

PGR3, COD2, and really if you haven't - Condemned it was one of the better launch titles.

There aren't too many games you can't get for $30 +/- $5, so you have a fairly long list to choose from. From your list I'd get COD 2, then I would check Ebay for a better game.
