EA Not Accepting Refunds for Digital Copies of Sim City - Game Informer

I noticed some people asking whether EA is or isn't offering refunds on Sim City.
According to Game Informer they're only offering refunds on physical copies

With all the QQ about how terrible the game is and how everyone wants a refund, you would think the game was destined for failure, but the game has three times as many servers as it did launch night right now and is STILL over capacity. Meaning all this QQ is just meaningless banter and a vast majority of people are still playing the game.

[/QUOTE] if the servers are all full then how are the vast majority of players playing it? Surely the logic would be if the servers were low or medium capacity then it means everyone is playing.
