system shock 2 question about skill and stat upgrading

So I got system shock 2 on gog the other day, and its been a long time since i last played the game. Can someone please tell me what the difference is between upgrading cybernetic affinity is and just dumping points into hacking? It seems much more useful to upgrading hacking, why bother with that overall stat upgrade?
