That's a blatant scam for that price. I don't even think the gpu is listed.
It might be worth it if it had quad GTX 690s and two Xeons, all liquid cooled and overclocked, and at least 6 4TB hard drives.

What the name implies. They store data that can be accessed locally or over the web, handle requests, perform various computer operations, etc.
Bascally any computer can become one, but few are good enough for business/corporate level stuff, since you need way more storage, processing power, and bandwidth than a typical home could house.
