Internet troubles!

I wasn't sure what section to post this in, but I thought this would be the best one.
The problem is that I'm only getting 100kb download speed max. :cry:I used to get 400kb.
I have two room mates... one uses ethernet and the other uses wireless. They're both getting 400kb download speed yet I'm still stuck with this low one. I know it's not them hogging the bandwieth because it's the exact same even when they're not home and their computers are off.
I've tried all of the ports in my router, nothing makes a difforence. I've tried difforent ethernet cables including the one my room mate is using. So when it comes down to it I'm starting to think maybe it's a hardware issue? But I'm not really sure what exactly affects it.
If anyone has an idea or knows a website for this type of help. Anything would be greatly appriciated:shock::)

Are you downloading from the same place as your roommates?
Do a speed test(google it) on both computers.
