Because we in Sweden believe these young poor men are misunderstood and we believe that even though they almost killed a woman and tortured a puppy, they can be rehabilitated. And we all know that the best way to rehabilitate them is to slap them gently on the hand telling them that it's bad to do bad stuff but it's still ok because we won't punish you properly anyway.
