Is this the best type of Raspberry Pi?

My brother wants a Raspberry Pi for christmas and I really don't know anything about it. The board by itself is here:

But they also sell kits which I don't think includes the board here:

I believe he is going to attempt to make some kind of mobile device with a screen and whatnot, so would you suggest i get him that starter kit too, or would it be pointless for what he trying to do?

No, it was based on a 8800GTX of 2006

My rig: Intel i5 2500k | 8GB 2000Mhz RAM | 2x 120GB SSD in RAID 0 | AMD HD 6970 2GB | Asus P8Z68-V LX
