    Am I correct in gussing bandodging is against the terms of use. Who can I contact in repoting a user as reporting the posts don't seem to do anything.

    Sending in a report is the way to go about it. There was recently a bust that netted 3 users as ban dodgers. Though not all investigations turn up definitive proof that can be acted upon.
