I want to report a user for intent to soley annoy and / or cause offense to other users (in particular me) on the forums, but the 'report abuse' button on his profile only allows me to report things about his profile. How can I go about doing this?

You can report them by using the drop down box on the bottom-right of their post. However, under the new Terms of Use, flaming and trolling behavior is allowed. If a user is making threats toward you, or has called you an offensive term, report them and the mods will handle it.
