If possible, watch the entire conference, that way, you're pretty much guaranteed to get the emblem. However, if you don't want to, then watch as much as you can and you'll probably end up still getting it. I can recall getting it about half way through, although this isn't the case for all users. Some users get it earlier, some later, some not until a day after even (I can remember a GS admin surprisingly saying that the emblems are handed out manually, not automatically). In recent E3s, GS have been generous in still handing out the emblem for a certain period of time (usually before the E3 period ends), meaning you can still get the emblem without watching the conference live, but it's not known whether they'll do it for this E3 or not, so if you can watch the conferences live, do so.
