Well I doubt the union is being watched by whoever you mean, unless they don't have anything better to do :PÂ
All I know is they are very creepy, they lurk in the shadows, and are nothing but black dark figures with glowing red eyes. :P Feels to me that they often are seen in nightmares. :P
