I think TC is trying to refer to MS's recent assertions that they are looking at freeing up the system reserves for Kinect for use in gaming.
That's not going to happen right away - MS has made it clear they don't wanna do something without understanding the full ramifications to the OS - and when/if it does happen it will affect all XB1s in the same manner. After all, a Kinect-less XB1 still must be Kinect compatible, and a Kinect-ed XB1 has to play games the same as any other.
My guess is you're going to lose most if not all Kinect fuctionality while playing a non Kinect game once they release the new, more controller friendly version of the OS. Pretty much operating like the Kinect did with the 360, you'll have to exit the game or maybe just suspend it with the home button for the OS to resume full Kinect functionality.
The resources saved would be significant for games. I believe DF reported that 10% of the GPU alone is locked away for Kinect use. Since it's obvious that Kinect isn't the killer feature for most gamers that MS hoped, it makes sense to free up some resources for games to narrow the performance divide on multiplats.
