You already know the answer, we've been over this in multiple threads.
The PC version looks better across the board. The lighting is better quality. It renders every light in view rather than what's in close proximity. Reflections and bounces come into play with the lighting. The shadowing is noticeably better. The explosions and effects are more robust. There are higher res textures. The texture filtering is better.. the list goes on man.
Most importantly, the draw distance. Even on the very lowest setting, the PC version straight up trumps the PS4 version in object quality and draw distance. The moment the GZ mission starts, there are literally hundreds of objects missing from view on the PS4 version lol. And that's with the benefit of being a night mission in the rain. The daytime in clear weather just looks pitiful on PS4.
The PS4 version falls noticeably short of the PC version on medium settings alone. Maxed out it's a whole other ball game.
Soooo
- The PC version looks better all around.
- If performance is ever an issue in the larger scope of the final game, the PC version will have a leg up there.
- Mods.

And don't get caught nit picking about the differences between PS4 and Xbone titles.
