Ok, so you want feedback:
The overall feel that you are passing off is reminiscent of a goofy third person action shooter, however the actual execution and presentation would determine whetherit would work well or not. I however do not like your basis for the creation of the robots, it give the obvious impression of ripping off the Allspark from the Transformers.
Now the idea of meshing 2d and 3d gaming is an interesting idea but designing two completely different gameplay types like that often will leave both mediocre compared to one well done type if you stayed completely in 2d or 3d.
But the biggest criticism i have for you is that your idea is too fleshed out and set in stone. You seem to have it in your mind of exactly what you want, and that would be by far the biggest problem you would encounter. Games never turn out the way their original idea was, you would find that limiting yourself to the path you set in your post would cause undue stress and stifle the creative process in creating the game, You should start with a more generalized idea and expectations and allow the game to evolve throughout the development process let the game be what it can be.rigorous guild lines in game development are never good.
Now if you want to pursue the idea, look into the tools that are freely available to you for such and endeavor, such as blender or GIMP or the UDK. i wouldnt reccomend a new dev to start on the DS, and especially not on their dream project as their first project. Get a little experience, learn how stuff works, join a mod team, learn how to model. Then get a team together to make your project once you know that you can; there is little worse to jump in expecting to make a AAA title right off the bat and then find everything crashing down on top of you.
