The problem with the PS3 is nothing like the Xbox One has. The PS3 had a very powerful CPU compared to the X360 but a slightly worse GPU, but the CPU was also harder to code for, and obviously much harder to account for a slower GPU with less features.
But obviously when you look at how things turned out with games like GTAV once developers took some time to think about it there were able to makes both system run exactly the same or sometimes better on PS3. So all in all it was a bit of a non issue once people learned it, if the PS3 had the same GPU as the 360 then people would have never mentioned the cell as being the problem at all.
This time it's not so clear cut, the PS3 was always more powerful at some things (CPU) but less powerful at others (GPU), the Xbox One is slower or on par at everything, slower ram, slower GPU, less compute units, and more or less the same CPU. How on earth are they going to make anything run on par let alone better than on PS4.
What next the DirectX card?
