However, it is definitely not powerful enough to handle all of that- that seems to be Unreal Engine 4 with no truncations, something the Wii U can't handle (it can and does run a pared back version of UE4, but that would definitely be too much for it to handle).

In fact it's only highlighting the crummy textures that aren't even mapped across some surfaces properly, and also highlights how low poly and blocky everything is.
Why are the pavements on exactly the same level as the cobble stones? why does the grass look like a sanded wooden slope painted green? Why do the lamp posts horribly morph with the pavement? Why are the reflections in the water so stretched? etc.

I highly disagree, I think it looks awful. If it had the technology to really make the art style shine, then sure, maybe I would change my mind, but as it stands no I think it looks awful.
