By the way nothing beats a dedicated capture card and even a console gamer such as myself will tell you that as capturing video on PS4/Xbone is half-assed at best. Still better than nothing and more useful than just screenshots.

No you can actually watch anyone's broadcast if they make it public or something like that in the settings. You can go to the community hub of any (semi-popular) game and there is now a broadcasts tab there, and you can see a few people broadcasting their game. So basically, like you could have dota 2 pro players broadcasting directly to the community hub.
Now, the problem is you don't get money from broadcasting, yet.

The subs can also be added easily. The ads i didn't know about. Not sure how Valve would feel about it.
Anyway, it'll be interesting to see how it fares considering the large userbase on Steam and branding power it has.
Tried to broadcast with Char today, he kept receiving an error. I haven't had any issues pulling up feeds and the quality is very impressive.
I wonder if Steam will support monetization for livestreaming in the future since it has been so ingrain within Twitch and gaming videos culture.
Inevitably. If they didn't want to monetize it, they'd go the route of the X1/PS4 and sublicense the functionality to Twitch/Ustream. Instead, they've built and are providing their own service and they'll undoubtedly look for ways to monetize it once it exits beta.
