I never looked at it from a competitive perspective. More of a fun, value, variety, diversity, innovation perspective. 2 was a big step up for the franchise, multiplayer-wise, for console gamers, even if I agree it doesn't age well., 3, of course, like I said, had Forge and a lot of other great modes.
Since you quoted my list, I put Reach on the bottom instead of 1. Having one-shot assault rifles as the primary weapon was a deal-breaker for me. Halo 4 to me was a return to form, but I can definitely consider putting it beneath 1 in multiplayer. For its time, 1's co-op was really good and the PC version's multiplayer is solid.
Kind of like the original TF2, it's simple but just has a brilliant design and sense of balance to it. The other Halo games did try to expand on it, which is a good thing (better than rehashing) but I don't think any game can take away what the original did.
