Nope, it is not, it has a really wide range of games, so it can be as hardcore or as casual as you would really want it to be.
It is a great handheld aswell. In many ways rivaling game libraries on standard consoles.
Irony is that I don't have one.
Pokemon has a huge competitive following. I don't get how you could say it's "casual."
Halo 3 did for quite a while too, but guess what people always called it casual.
I dont see how Pokemon and Mario are casual, they are great titles that can appeal to the more core JRPG fans and platformer fans while entertaining a family. Nintendo deserves much more credit than just a casual title. There games appeal to numerous demographics and usually make both happy
Someone tell me what a casual is. Seriously though. My near 60 year old mother plays 3DS, PS3 and Wii atm.

yeah seriously. Even the most Hardcore game for the 3DS can be quit in mid game and be returned to quite easily.
Handheld Gaming isn't really well suited for long plays (even though you can play a game of Fire Emblem Awakening or Metal Gear Solid 3 on the 3DS for long periods of time).
It is a handheld, not a console and no. Any and all gaming devices are what YOU make of them. If you want the 3DS to be casual, then it will be. If you want to take it serious and spend lots of time on it playing games, then no it isn't casual. Also, casual is how often you play, not what you play. There isn't anything more casual about Animal Crossing then there is Halo.
