Thinking about getting a new TV for gaming on PC and console and found SAMSUNG UE32H6410 Smart 3D 32" LED TV which has 400hz. Is this over kill for any of the consoles or PC?. Can higher hz be too powerful for gaming or isn't there a limit?

I'm pretty sure its not really 400hz, Samsung usually advertises there bullshit CMR higher then the actual refresh rate of the TV, I'd assume its either 120hz or 60hz.
