In the old days, the rating system made sense because there were all kinds of games. There were 2's and 3's. Lots of 6's. Nowadays, with GS's rating standard, most highly acclaimed games just get an 8.
9-10 are sacred numbers here and giving a highly acclaimed game any less than an 8 (unless its AC Unity bad) is too controversial.
8/10 is the perfect rating to give a game that you didn't go absolutely nuts over, but still was "objectively-speaking" great.
