the question is asking which game lost more money for Namco. Namco said they needed to sell 500,000 copies of RR7 in order to break even. we can safely assume they sold no more than 200,000 copies (and that's a generous estimate). that means they lost hella money.
Now, I have no idea how many copies of RR6 they had to sell to break even, nor how many they sold in total, so it's hard to comment...but understand your question is not:
"which did they have better success with?"
so much as it is:
"which system lost them the least amount of money with RR?"
