Major announcements are generally made during pre-show press conferences, just like E3.

Microsoft will have a booth at TGS, and hopefully we'll see some more of the games they announced, but the big announcements are out of the way.

Sony will similarly have a "pre-show" press conference, which will be the TGS keynote by Kaz Hirai.
