Well that's like asking everyone the best food in the world. Tales of Eternia and NHL07 are just two of my favorites, I have a lot :D. If you tell people what kind of games you like they could offer better suggestions.
Depends on your taste. Personally, it's Metal Gear Solid: Portable Ops for me with Syphon Filter: Dark Mirror a very close second.
