Would have to me MGS2. A lot of people don't realize that, gameplay-wise, MGS2 is the best in the series. The enemy AI reacts realistically (fast, responsive, AND observant), the enemy damage is realistic as well (making getting caught the most nerve-racking experience, more-so than the rest of the series), the voice acting the best (David Hayter sounds his best here - he's not pulling off a growling kind of voice which is laughable), and it's attention to detail the best (enemies would notice wet footsteps from the rain, and bumping into a plant-in-a-pot will realistically shatter most of its leaves). Love it. The story is too convoluted though, but the dialogue is of the same calibur as the rest of the series, maybe even slightly better (which is to say, that the dialogue is still terrible).
And, I have to say that the tanker level is probably one of the most perfectly laid-out level designs I've ever seen.
Peace walker is a great game as well - a lot of content, but the stealth gameplay is too simple (AI act predictably, with only simple command scripts).
