SOCOM: Confrontation looks a lot like it's on the PlayStation 2!
Well, let's take a look. I'll compare SOCOM: Combined Assault with SOCOM: Confrontation:

What differences do you notice when you compare PlayStation 2 graphics to PLAYSTATION 3 graphics? Well, on the character model, you can see textures are a lot better. There is more detail on the outfitting of the Commando/SEAL on Confrontation compared to Combined Assault. The environments are also very sharp. They are very detailed, and looks very believeable. If you still believe SOCOM: Confrontation has PlayStation 2-like graphics, you need to get your eyes checked.
UPDATE: SOCOM II looks better than SOCOM: Combined Assault!
So what? Does it beat Confrontation? No. Here, I'll make another comparison.

I don't even know why I'm comparing a PlayStation 2 game with a PLAYSTATION 3 game. It's pointless because there's a HUGE difference.
Okay, it doesn't look like it was built on the PlayStation 2, but it still looks bad for a PLAYSTATION 3 game!
How so? What looks so bad about it? Everything in the game is solid. Here, I'll compare shots of Confrontation with some PLAYSTATION 3 games currently out:

Metal Gear Solid 4: Guns of the Patriots (I have to say though, this game has amazing graphics and character models. It's also the single player portion, not the multiplayer, which tends to look worse in every game):
