It is most likely the charger, unless there's something you're not telling us. No big deal though, it doesn't have to be a Sony PSP charger. Just buy another charger that has the correct voltage.
Did you check if its gaining any power. I know my psp's orange light is busted, but still charges. My friend is borrowing right now I seriously hope its still in good condition eh.
If it's not a 1000, you can just use your USB cable to charge it. Plug the PSP into your computer and put it into USB mode and the orange light should turn on. If nothing else, that will prove the battery works.
