Either Cheat or simply just find a long straight road and drive at top speed. Youll lose them eventually. Keep your eyes on the minimap for those cops coming from the sides so they dont restart the bubble again.
Actually I find turning at a busy intersection is a lot more useful. the cop cars will crash right into traffic and you can drop a grenade for the ones that actaully made the turn. I had fun in that mission though because somebody popped the tire :( Btw, read the sticky, mods are pretty tough on GTA4 stuff right now even if discussion isn't strictly about GTA4.
