As someone said earlier, he actually talks quite a bit in the unlockable video "Stranger than Fission" or you can see it here.
Yes and No, he didn't talk at all during the campaign, but after you beat the game there is an extra cutscene, where he says a few words. Thats it though.

No, it's just Yes. He did talk during the campaign - just a few words here and there. AND he also talked in the extra video I linked.

Correct. All the people on this thread saying he didn't are seriously misinformed, and proves they didn't complete the game and just downloaded a game save, or didn't pay attention during the game or just want a higher post count.
To prove this, go to your credits and "A moment of Truth" for example, has him giving the first lines.KraigA
I remebered one of the review that said Hale does not speak at all, so I glanced over at the Resistance review quickly on Gamespot just to make sure.
To my suprise, the review was actually very well written. And lo and behold, it's by none other than Greg Kasavin! Gamespot.. how low have you fallen.

Yeah when he met up with his team early in the game he talked a bit ..
Narrator (in person): when the chimera attacked...
Hale: Chimera?
this is when hale is in the conversion centre and first meets the narrator. i know he talks at other times, just the first one that came to mind.
i remember some lines when he first met the woman/narrator..
nathan: chimera?
woman: those things.
and when he met cartwright bringing down some stalkers..
nathan: we could have used that.
cartwright: i know! i was only trying to disable it!
and that's about all i can remember.. xD

This is the only time in game really that Nathan Hale does speak. Gotta love the R&C esque facial expressions and sarcasm in the video. News of the second game reveals that the story will be more focused around Hale so you all will probably get an ear-full come later in the future.
