I don't think anyone legitimately has 1200 Platinums. Looking at the leaderboards on PSNProfiles, that Roughdawg4 guy has the most by far at over 700 Platinums, and from what I've heard that's actually several people. But there are tons of people who have themselves earned hundreds of platinums, and since trophies have been around for 7 years or so now, I don't find it too insane that some people have accumulated that many trophies over time. I'll be reaching my 100th platinum some day in maybe a year or two from now, and I'm not exactly playing games and earning trophies non-stop, not that I don't spend most of my freet ime playing video games lol.
