Question regarding Playstation Plus?

I just recently bought a PS4 and downloaded a few games from the Instant Collection since my PS Plus Subscription carried over. Now my brother also uses the PS4 and he has his own account but doesn't have a PS Plus Subscription. Yet the games I downloaded from the Instant Collection Towerfall and Strider which are available to European members are still on it when he uses his Playstation Profile.

Does this mean he can't play those games since he doesn't have a Playstation Plus Subscription or doesn't it matter if it's on the console. Just thought I'd needed to know.

I think PS Plus goes by the master account on file. If your account is the master account, then PS Plus games can be played on all sub accounts.
