The most graphically stunning game over all though has to be Valkyrie Profile 2. I don't think anything even comes close to it's beauty.
VP2 is georgeous :) To the OP: for your criteria, I'd say you should look at Zone of the Enders 2.okami? ive seen it and its got a totally different style of graphics

Yes, yes it is. No explosions, crashes etc here, but a damn awesome animated art style. I personally prefer graphics like those in Okami to all this photo-realistic next-gen stuff.
The game itself is awesome too, the only Legend of Zelda clone that I actually enjoy more than Legend of Zelda. Very highly recommended.
I love cel shaded graphics. So for me, Shin Megami Tensei games (Nocturne, DDs1, DDS2) were the best looking. I also liked GoW2 and the artistic Okami. Oh yeah, Ratchet and Clank games too. rohverit is good to see people give merit to art style rather than technical performance :) In the spirit of this post, I will also add Steambot Chronicles -- I really like the simple cell shaded style and the infinite view distances.
Artistically... Okami.

ps2----- resident evil 4 or burn out revenge
nintendo game cube--suprisingly resident evil 4 night fire 007 , zelda twilight princess andmariokart
nintendo handhelds(gb-ds) gb-nothing much same with gbc but gba- duke nukem or nfs porche unleashed ds diddy kong racing , or goldeneye rogue agent
sony hand held-Â twisted metal or gta
ps3 - gt hd
xbox - timesplitters future perfect or burnout revenge
xbox360 - perfect dark zero kameo   or burnout revenge

nintendo wii- just came out but i got my dibs on resident evil 4 driver paralel lines ssbb and galaxy right now those are the best for that platform (i know driver paralel lines to a t cause i play it on xboxl ol )
for me the best looking game iv played is certainly metal gera solid snake eater,some of the scenery is stunning.
i agree tho that black is also pretrty impressive,but for me mgs3
is the winner
