I've noticed that on the back of SOME of the ps2 game cases, it says progressive scan. What exactly does that mean? Does it mean that that game runs in 480p instead of 480i?:?

yes thats what it means if your tv allows it and you have the component cables it will run progressive

If I remember correctly, progressive scan gives the apperance of a higher resolution by filling in the gaps (?) between the scan lines. I think, but like I said, I might be remembering this incorrectly.

God of War is a perfect example for this. On my tv when I put it on progressive scan, the picture is a whole lot crisper and looks a lot better. It makes a big difference.
