Indeed. He'll probably see a decrease in fps. Energy wise though the 6950 is better.

why u degrading ur graphic power from 4650 to 6950, wait for some powerful cards like 6350 that can be a upgrade.

I'd have to say this is mine. Although going from a radeon 7500 to a 9700pro was pretty big for me, so was going from a duron 1.2 to a athlon xp 3000+ (barton)
Biggest for me is a whole new computer. Pentium M 2ghz to i7 950 3.06ghz, 80gb SATA 1.5gbs to 1tb SATA 6gbs, 64mb VRAM card to 1 gig, and 1gb DDR to 6gb DDR3.
Congrats on the new card! I got my Saphire 6950 the week afterit came out. Flashed it with the 6970 BIOS and OC to 900/1400 and haven't had any problems. Upgraded from a GTX 260 and it was a HUGE improvement. Awesome card!

Thanks man. What PSU you got? I bought a 600W OCZ modxstream before they were having all their quality problems. Hopefully I won't have any issues when I start to tax this baby a little more than normal. However the rest of the system is not really using a lot of power, so I should be good.
My biggest upgrade was going from a 2.8 ghz pentium 4, 1gb ram, and a geforce 6800 to an i5 750, 4gb ram, and an hd 5850.
My biggest upgrade was going from a laptop with dual GTX 260Ms and a Q9000M @ 2.0 GHZ to AMD Phenom II x4 965 and dual GTX 460s. Or it could be when I made the jump from consoles to PC.
My biggest upgrade was going from a Geforce 2 to an 8800GTX.

I remember when I played TF Classic with an integrated ati chip for almost two years @ 640x480 software rendering until I switched over to a Geforce 2 which allowed me to bump it up to 800x600 + opengl aa. CS original went from unplayable to awesomeness.
My biggest upgrade was going from a girlfriend in High School who turned out to have 2 different cup sizes to the woman who I later married that is mean as hell but she's gorgeous. What can you do.......My biggest upgrade was going from a Geforce 2 to an 8800GTX.
