True Crime New York Performance Problems

For some reason unbeknownst to me, the game runs terribley - I would wager a guess that it runs at about 10 fps - all the time.

There's no options for tweaking either - only resolution. It's not like it looks that good anyway - I expected to run it at max without a problem.

Is this a known issue?
