Can a laptops VGA port receive signal from a remote system so that it can use its display for say... a gaming console.

No, they're video outputs only. Occasionally I see people mention that the majority of laptops don't have video inputs, which get me wondering - are there really laptops that have a VGA or DVI or HDMI input on them? I've never seen one.
