Is steam having server issues?

on a web browser, trying to make a purchase, all i get is "There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."

this doesn't seem to go away regardless of what browser I'm using

First time I tried to login yesterday and today it said there was a problem, worked on the second try though. Must be a bit spotty at the moment.
