Is editing your network throttling dangerous?

I have read that I can change this: http://support.microsoft.com/kb/948066 And apparently it will fix an issue with a game I'm having. I've never had the issue with any other game, but for some reason I get massive lag in mutiplayer and apparently its a windows 7 issue with this game (Dawn of War 2 Retreibution). Question I'd like to ask, is will it damamge my PC editing the network throlling? Many thanks

It's Microsoft giving the advice and instructions, it's mostly just saying that you alter the wrong registry entry then yes it can cause huge problems but just make sure you edit the right one and you can't go wrong.
